And for Compel Electronics, China is really close

I mercati dell’Est sono in fermento economico, ne parla tutto il mondo e la Cina, anche in vista delle Olimpiadi del 2008, è pronta per fare il grande salto tecnologico. Dall’inizio di quest’anno si è registrata una crescita importante in tutte le aziende del settore TLC, determinata anche da un mercato interno avido di innovazione a cui vanno offerti servizi di Telecomunicazione adeguati.
In questo scenario si colloca il progetto Compel Asia, società a capitale 100% Compel Electronics, fondata verso la fine del 2005. Giovanni Pagliari, Direttore Generale di Compel Asia, oggi propone una esaustiva panoramica su questa realtà che, oltre ad essere luogo produttivo e interessante sbocco economico, rappresenta anche l’incrocio tra due straordinarie culture.

Compel Asia è strategicamente posizionata a Shenzhen, sede di due dei più grossi gruppi cinesi nel campo delle TLC, la HUAWEI, affermato leader mondiale, e la meno nota, ma altrettanto potente, ZTE che nell’area di Shenzhen hanno generato un grosso indotto produttivo.

The Eastern markets are in a state of economic agitation, the whole world is talking about it and China, also in consideration of the 2008 Olympic Games, is ready to take the great technological leap. From the beginning of this year important growth levels have been recorded by all companies in the TLC sector, due also to the fact that the domestic market is eager for innovation and needs to be offered suitable telecommunication services.

This is the scenario for the Compel Asia project, a company with 100% Compel Electronics share capital, founded towards the end of 2005. Giovanni Pagliari, General Manager of Compel Asia, proposes in this article to give a comprehensive general picture regarding this new reality which, apart from being a productive area and interesting economic market, also represents the meeting point between two extraordinary cultures.

Compel Asia is strategically located at Shenzhen, headquarters of two of the largest Chinese groups in the TLC sector: HUAWEI, established world leader, and the less well-known, but just as powerful, ZTE which have generated many induced manufacturing activities in the Shenzhen area.

LA MISSION
Compel Asia è stata costituita con lo scopo principale di produrre e assemblare prodotti altamente competitivi per il mercato di Compel Electronics.
Back panel assemblati, rack subrack assemblati: questa la mission produttiva di Compel Asia che tra l’altro mira a diventare un centro di acquisti del Gruppo Compel e R&D.
La produzione, iniziata nell’aprile del 2006, è affidata completamente alla tecnologia italiana in termini di specifiche e know-how, al fine di mantenere inalterate le qualità produttive che i clienti Compel conoscono e apprezzano ormai da molti anni.
Le linee produttive risultano quindi identiche a quelle presenti nello stabilimento di Cornate d’Adda, sia per quanto riguarda l’assemblaggio sia per ciò che riguarda i sistemi di controllo dei back panels assemblati. La qualità produttiva viene garantita dal sistema WEE personalizzato da Compel per il controllo delle piastre prodotte, ma anche e soprattutto da un forte investimento in termini di formazione al management cinese, che Compel Electronics ha affidato a personale italiano altamente qualificato.
Tale investimento ha quale obiettivo non solo quello di soddisfare il mercato europeo ma anche quello locale cinese, che sta rispondendo positivamente.
“Nel mese di aprile abbiamo avuto lo start-up produttivo e abbiamo chiuso nello stesso mese con una produzione di 2.000 back panel. Nel prossimo periodo contiamo di raddoppiare e portare la produzione a 4.000 back panel al mese. - dichiara Giovanni Pagliari e prosegue - Nel mese di maggio, siamo partiti con la produzione di rack, subrack assemblati, e quindi non solo back panel ma anche con un’integrazione, per alcuni particolari prodotti, del back panel con la meccanica stessa. Per novembre 2006 saremo probabilmente pronti con una produzione unicamente rivolta al mercato cinese”

Our mission
Compel Asia has been set up with the principal objective of manufacturing and assembling highly competitive products for the Compel Electronics’ market.
Assembled backpanels, racks and assembled subracks: this is the mission of Compel Asia from a manufacturing point of view, aiming also, among other things, at becoming a purchasing centre and R&D for the Compel Group.

Production, which started up in April 2006, is completely based on Italian technology in terms of specifications and know-how, to ensure that the product quality which Compel’s customers know and have appreciated for many years remains unchanged.
The product lines are, therefore, identical to those present in the Cornate d’Adda plant, both regarding the assembly and the checking systems on the assembled backpanels. Product quality is guaranteed by means of the WEE system, customised by Compel, to check the assembled backpanels, but also, and above all, by means of a strong investment in terms of the training of the Chinese management, a task which Compel Electronics has assigned to highly qualified Italian staff.
The aim of this investment is not just to meet the requirements of the European market, but also the local Chinese market, which is responding very favourably.
“During the month of April the manufacturing start-up took place and we closed the month with a production of 2,000 backpanels. In the near future we expect to double this quantity and have a monthly production rate of 4,000 backpanels. – states Giovanni Pagliari and continues – During the month of May we started manufacturing racks and assembled subracks, so not just backpanels, but also integrating, for some particular products, the backpanel with the mechanical part too. By November 2006 we shall probably be ready for production aimed solely at the Chinese market”.

Il punto di forza è l’integrazione
Compel Asia, grazie all’impronta fortemente europea e alla gestione manageriale cinese che consente una migliore integrazione dei flussi di informazione, offre un mix che risulta particolarmente interessante per le grosse aziende cinesi operanti nel settore delle TLC. Aziende che oggi sempre più chiedono prodotti semi-finiti (RSA RACK SUB-RACK ASSEMBLY), al fine di facilitare i flussi dei materiali e ridurre gli item di acquisto e quindi avere una supply chain più leggera. Infatti se fino a qualche anno fa i gruppi cinesi acquistavano i componenti separatamente e poi li assemblavano internamente, complice una mano d’opera a costi imbattibili, ora chiedono di avere un fornitore che possa dare l’integrazione, quindi acquistare direttamente un prodotto semifinito (RSA RACK SUB-RACK ASSEMBLY), con la meccanica e il back panel assemblato.

Continua Pagliari: “Ovviamente le grosse multinazionali si stanno già muovendo da anni in questa direzione, ma ritengo che un punto di forza per Compel Asia sia quello di essere una realtà più piccola rispetto alle multinazionali, quindi più flessibile. Quello che ci proponiamo come Compel Asia è generare un prodotto con gli stessi standard qualitativi italiani e con un’importante diminuzione di prezzo. In futuro incrementeremo notevolmente l’organico, soprattutto la parte produttiva per poter servire al meglio il nostro futuro cliente locale cinese”

Integration is our strong point
Compel Asia, thanks to its strongly European mark and to the Chinese management which permits a better integration of the flow of information, is in a position to offer a mixture which is proving to be particularly interesting for the large Chinese companies operating in the TLC sector. Companies which are now asking increasingly for semi-finished products (RSA RACK, SUB-RACK ASSEMBLY), to make the flow of materials easier and reduce the items to be purchased and therefore have a lighter supply chain. In fact, if until a few years ago the Chinese groups purchased the components separately and then assembled them in-house, aided by a labour force with unbeatably low costs, now they are looking for a supplier who can offer integration, so they can directly purchased a semi-finished product (RSA RACK, SUB-RACK ASSEMBLY), with the mechanical part and the assembled backpanel.
Pagliari goes on: “The large multinationals have clearly been moving in this direction for quite some time now, but I believe one of the strong points of Compel Asia is that it is a smaller reality compared to the multinationals, and therefore more flexible. What we are proposing as Compel Asia is to create a product with the same quality standards as in Italy and with an important reduction in price. In the future we will considerably increase the number of staff, above all in the production area, so that we can better serve our future local Chinese customer.”

Parola d’ordine: qualità

Compel Asia, utilizzando macchinari italiani, opera in assoluta garanzia di processo e ha anche attivato tutte le procedure per l’ottenimento della certificazione ISO. In termini di qualità ha, infatti, già tutti i flussi operativi necessari e presentabili all’ente certificatore.

Spiega a tale proposito Giovanni Pagliari : “Il flusso è un flusso tipico, ma produttivo, quindi c’è un controllo in accettazione delle parti. Per ogni fase di lavorazione ci sono degli step di collaudo e di controllo, dal controllo visivo fino al controllo finale con la macchina WEE che decreta al 100% il buon funzionamento del prodotto. Oggi ogni back panel che esce da Compel Asia è controllato e rilasciato con un certificato generale di collaudo che garantisce al 100% le caratteristiche funzionali del prodotto. Inoltre stiamo ultimando le procedure per la parte di certificazione ISO 9000”.

Password: quality
Compel Asia, using Italian machinery, operates with a total guarantee on work processes and has also started up all the procedures necessary to obtain the ISO certification. In terms of quality, in fact, all the necessary operative flows to present to the certifying body are already in existence. To this end, Giovanni Pagliari explains: “The flow is a typical one, but based on production, so there is a goods inward check on the parts. For each work phase, there are test and check steps, from a visual inspection to the final check with the WEE machine which declares 100% conformity of the good functioning of the product.
Today every backpanel that leaves Compel Asia is checked and is issued with a general test certificate that guarantees 100% the functional characteristics of the product. Furthermore, we are in the process of completing the procedures for the ISO 9000 certification.”

L’organico

Compel Asia è oggi composta da una struttura operativa completa. Con 20 dipendenti di cui alcuni addetti alle linee produttive, personale amministrativo, personale per l’ufficio acquisti e ovviamente tanti ingegneri.
Proprio questi ultimi sono per Pagliari il fiore all’occhiello della nuova realtà di Compel Electronics che così esprime il suo entusiasmo: “Per quanto riguarda il management, ritengo sia un management di tutto rispetto, che possa veramente integrarsi, per quanto riguarda gli aspetti comunicativi, con Compel Electronics Italia.
Non è un aspetto da sottovalutare. Abbiamo volutamente cercato e assunto persone provenienti dalle migliori università cinesi, con una cultura molto elevata, con una forte disponibilità alla comunicazione. E questo è uno degli elementi fondamentali che in Cina servono per crescere e soprattutto per impostare una interazione efficace con la casa madre.”

L’organico, parametrato alle attuali necessità produttive, è destinato a crescere, per rispondere in modo adeguato a quello che il mondo ormai considera un mercato decisamente importante.

E la conferma è l’ingresso in Compel Asia da alcuni giorni di Elisabetta Bianchi, un’italiana che avrà il delicato e importantissimo compito di creare quel ponte indispensabile per la gestione dei rapporti tra Cina ed Italia, perché Compel Asia, pur mantenendo una sufficiente autonomia produttiva e culturale, possa continuare a crescere con lo stile operativo di Compel Electronics.

The staff organisation
At present Compel Asia is made up of a complete operational organisation. With 20 employees, some of whom are operators on the production lines, administration staff, staff in the purchasing department and, obviously, plenty of engineers. In fact, in Pagliari’s opinion, it is these engineers that are the pride of this new Compel Electronics reality; this is how he expresses his enthusiasm: “As far as the management is concerned, I think it’s a very good one, capable of really becoming integrated, from a communication point of view, with Compel Electronics Italia.
This is not an aspect to underestimate. We have deliberately looked for and taken on people coming from the best Chinese universities, with a very high level of culture and excellent communication skills. This is one of the fundamental elements needed in China so that we can grow and, above all, can interact efficiently with the parent company.”

The staff organisation, whose numbers are determined by the production requirements at the moment, is destined to grow, to adequately meet the needs of a market which the world now considers to be decidedly important. This is confirmed by the recent arrival in Compel Asia of Elisabetta Bianchi, an Italian who will have the delicate and extremely important task of creating the bridge which is indispensable for handling the relations between China and Italy, so that Compel Asia, even though remaining sufficiently independent from a production and cultural point of view, can continue to grow following the operational style of Compel Electronics.
